As an out-of-state student I must say that the personal statement was probably the most important part of the application. Most people who apply have decent grades. I never liked the SAT and I didn't do that well on mine either (1330). And again many people who apply have some extracurricular. Some activities they spent more time working on than others. But your personal statement describes why you should be admitted. What makes it so vital that you should be a student of the University of California, especially if you're coming from out-of-state? Make sure you spend most of your time on that part of your application. And of course, review your application thoroughly before submitting it! Oh last of all, make sure you carefully chose your major especially if you are applying to the college of engineering, 'cause once you choose your major and submit your application, it's final!
